Start with three questions
- What notice do you have? Confirm its number and tax year.
- What is actually wrong? Compare the filed copy with accurate source records; a delay or mismatch alone does not establish the correct figure.
- What does the IRS request? Separate correcting a return from providing evidence or responding to a proposed adjustment.
Keep any response deadline active while you resolve these questions. Filing an amendment is not automatically a response to the notice.
CP05, 4464C and CP05A: identified error versus delay
The IRS 4464C instructions recommend reviewing the return for errors and filing a corrected or amended return to correct information. The IRS refund-review procedures, section 21.5.6.4.35.3.1 also distinguish taxpayers who identify an error from those who believe the reported amounts are correct, including CP05 and CP05A situations.
For example, if the filed withholding figure was entered incorrectly and your reliable records establish the right amount, there is a specific correction to evaluate. If your figures are accurate and the IRS is still comparing them, there is no identified error to fix merely because time has passed.
Use CP05 waiting guidance, the 4464C guide or the CP05A evidence checklist for the notice's other requirements. Do not use a corrected return to bypass a pending document request.
CP05B: investigate the mismatch and answer the request
The CP05B instructions call for supporting copies and the notice voucher. If you believe the return is correct, supply the requested evidence. If you identify a mistake, follow the applicable IRS correction instructions while addressing the notice; CP05B does not make automatic amendment its standard response. See the CP05B guide.
Letter 12C: do not substitute Form 1040-X
The IRS 12C page explicitly says not to file an amended return for that request. Provide the requested information through the letter's response process. A missing form or clarification request does not automatically belong in an amendment workflow.
CP2000 and CP2501 have their own rules
The CP2000 instructions say an amendment is unnecessary if the notice is correct and there are no other income, credit or expense items to report. When the notice is correct but additional such items must be reported, the page gives specific Form 1040-X and response-package instructions.
The CP2501 page also provides its own instructions for a correct notice plus additional income, credits or expenses. Follow the exact notice process rather than independently filing Form 1040-X as a blanket answer to either notice. These are separate workflows from an initial CP05 wait.
Proposed changes or a credit examination
For Letter 4800C or CP75, follow the response form, evidence requirements and deadline in that correspondence. Do not borrow the CP05 waiting period or a different notice's amendment instructions.
What if the income is not mine?
The IRS employment-related identity-theft guidance says not to amend to include income from an employer you did not work for. If you did not file the return itself, use the fraudulent-return response and conditional Form 14039 guidance; do not amend someone else's fraudulent filing as though it were your legitimate return.
What should I bring when asking for help?
Have the complete notice, the filed return, the records showing the suspected error and copies of prior IRS responses. A preparer or representative can help distinguish a correctable entry from a disputed record. Keep full identifiers and documents out of ordinary website messages. For the overall route, return to IRS refund-review help.
Official sources and review date
IRS sources are linked beside the guidance they support. Reviewed October 7, 2026. Follow the instructions for your notice and return year; review procedures and service instructions can change. This is general information, and the correct response depends on your circumstances.
