Start with the notice, person and tax year
Read the notice number and response method before collecting documents. A return for the wrong year or someone else’s records will not answer the request. Use the letter-route guide to distinguish online, phone and appointment instructions.
If you did not file the return mentioned, tell the IRS through the route on the letter. Do not try to assemble or confirm an unknown person’s return as your own. The CP5071 instructions expressly separate this situation from verifying a return you filed.
Online verification: account access plus tax records
The IRS account-creation page lists a personal email address, a password and multifactor authentication for account setup. To verify identity with ID.me, it lists an SSN or ITIN and valid government photo ID, such as a driver’s license, state ID, passport or passport card. Follow the current onscreen steps; existing account holders may not need to repeat account creation.
For the return itself, the IRS service page requires your notice and the original or amended Form 1040-series return for the year shown. The CP5071 guidance also lists an available prior-year return and supporting records. See how to finish the return questions after sign-in.
The IRS account requires age 18 or older, and the verification service directs younger taxpayers to contact the IRS. Do not treat a parent’s online account as the child’s verification route.
4883C phone-verification checklist
- Your 4883C letter.
- The Form 1040-series return referenced in it.
- A different prior-year return, if you filed one and have it available.
- Supporting records for each relevant return: for example W-2s, 1099s, Schedule C and Schedule F.
The IRS 4883C page supplies this list and explains representative rules. Keep the papers together for the call. See the phone-verification guide before arranging someone to help.
5747C appointment checklist
Bring the letter, referenced tax return and supporting records. The IRS instructions also list an available prior-year return when additional verification is required.
Bring a valid federal or state government-issued photo ID, such as a driver’s license, state ID or passport, plus at least one of these items from the IRS list:
- A different current federal or state government ID.
- A U.S. Social Security card.
- A mortgage statement or residential lease with your current address.
- A car title.
- A voter registration card, not an application.
- A utility bill matching the address on your ID.
- A birth certificate; the IRS does not accept Puerto Rican certificates issued before July 1, 2010.
- Current school records.
Follow the current IRS list and your appointment instructions. The taxpayer must attend even when represented. Our 5747C guide explains the route and the separate first step for someone who did not file.
What if I cannot find my return or letter?
For a missing return copy, the IRS online instructions recommend checking your filing software or asking your preparer. W-2s, 1099s and an account sign-in do not stand in for the referenced return. If a required notice or identification item is unavailable, contact the IRS using the official instructions for your situation before assuming an alternative will work.
For CP5447-family correspondence, the IRS lists phone, mail or Document Upload Tool alternatives when online verification is unavailable. The actual notice controls the destination and documents; there is no single upload or mailing instruction for all these routes.
Keep verification documents with the IRS response
RefundIQ can help explain the notice and identify which return records to gather. Send identity documents only through the IRS process you have verified. Do not put full SSNs, ID images, account passwords or IP PINs in ordinary RefundIQ website messages, email or texts.
Form 14039 is not a general document checklist for these letters. Follow its separate eligibility guidance only where applicable. After completing the requested verification, see what happens next.
Official sources and review date
